The division aims to facilitate agricultural information dissemination, resource mobilisation, programmes and projects, and the formation of effective partnerships. Through urban and peri-urban agriculture, food is cultivated, processed and distributed in or around the city to assist poor households, as they have inadequate, unreliable and irregular access to food.
The mandate of this Division is enshrined in Chapter 2 of the South African Constitution, notably section 27(1) (b), which guarantees every citizen the right to access to sufficient food and water. The City of Tshwane as an organ of state must take responsible legislative and other measures to ensure this right. The key outputs of the Division are also supported by the Integrated Food Security Strategy (IFSS, 2002) and the Millennium Development Goals.
