City Planning and Economic Development

The Department of Planning and Economic Development provides the City of Tshwane with integrated planning services and the maximising of spatial efficiencies for optimal service delivery.

We achieve this through our two divisions:

  • City Planning and Development, and
  • Regional Services.

City Planning and Economic Development strive to create a better life for all the residents of Tshwane by ensuring an economically viable, attractive and environment-friendly city. Our department aims to promote and guide the spatial and physical development of the city through integrated, strategic, developmental and regulatory frameworks. To achieve our objectives of accessibility and effective service delivery and customer care, Tshwane has been divided into five regions, namely North-West, North-East, Central/West, East and South.

The Department consists of the following functional units: Spatial Planning; Land-use Legislation and Applications Management; Building Control; Development Compliance and Enforcement; and Geomatics (Development Information).
