Metro Police

The Tshwane Metro Police Department (TMPD) was established on 4 April 2002, independent from the South African Police Service. It is funded by and accountable to local government (the City of Tshwane Metropolitan Municipality), as per the South African Police Service Act, 1995 (Act 68 of 1995) as amended. Section 64E of the act prescribes the functions of a municipal police service as follows:

Traffic or road policing

Traffic or road policing is the enforcement of the National Road Traffic Act, 1996 (Act 93 of 1996) as amended. It promotes the free flow of traffic and works towards the reduction of road traffic incidents or accidents. It also protects the road infrastructure.

By-law policing

By-law policing is a catalyst for safety, security and order in the city. By-law enforcement requires a coordinated effort from a wide range of officials with varying expertise. Furthermore, strategic by-law policing is seen as contributing towards crime prevention, especially by addressing environmental factors and prioritising the following:

  • The integration of by-law enforcement activities
  • Standardisation of by-law enforcement processes
  • Implementation of the docket process
  • Community involvement
  • Contemporary policing approach
 
 

In order to standardise by-law enforcement processes within the city, the TMPD has developed a By-law Policing Policy which guides by-law enforcement practices in the city.

Crime prevention

The White Paper on Safety and Security, 1998 defines crime prevention as: "All activities which reduce, deter or prevent the occurrence of specific crimes, firstly by altering the environment in which they occur, secondly by changing the conditions which are thought to cause them, and thirdly by providing a strong deterrent in the form of an effective Justice System."

The Tshwane Metro Police Department (TMPD) is aligned to these specific legislative mandates delegated to local government; therefore it has to align its strategies to national and provincial priorities, goals and objectives. It also has to conform to the key performance areas and specific key performance indicators of the City of Tshwane's long-term strategy, five-year strategic plan, Integrated Development Plan (IDP) as well as the annual Service Delivery Budget Implementation Plan and Budgets.
