The Health Service Division aims to promote and protect the health and well-being of the people of Tshwane and in this way enhance their quality of life.
Only best practices are used to provide health services that are accessible, affordable, sustainable, equitable, efficient, effective and of a high standard.

The division of Health and Medical Services is mandated to “provide primary, secondary, and municipal health services as well as rehabilitation.” To deliver upon this mandate, the division has identified the following functional goals:
- to have municipal health service inspectors concentrate on the environment, food safety and management;
- to enhance primary health services by promoting health education and preventative health care through clinics and support programs;
- secondary health care focuses on health treatment; and
- rehabilitation.
The Objectives of the Division are to improve the health status of the people of Tshwane by-
- Developing the district health system
- Rendering comprehensive primary health services
- Responding successfully to the HIV/Aids and tuberculosis epidemics
- Improving environmental health conditions
- Empowering the community and encouraging intersectoral collaboration
