Office of the City Manager
Main responsibility:
The Office of the City Manager focuses on ensuring that the Municipality's
administration is imbued with a team spirit that supports a climate in
which a culture of high performance can be created and sustained. This
includes encouraging behavioural practices that promote the pursuit of
the Municipality's vision for the city.
The key performance areas of the Office of the City Manager
include:
- forming and developing an economical, effective, efficient, accountable
and performance-driven administration;
- managing the Municipality's administration in accordance with the
Municipal Structures Act and other legislation applicable to municipalities;
- ensuring the implementation of the Municipality's integrated development
plans;
- managing the sustainable provision of services for communities, residents
and ratepayers; and
- advising the political structures and functionaries of the Municipality.

Core functions |
The Internal Audit Unit, which maintains a complement of professional
audit staff, develops, executes and manages a flexible risk-based
annual audit plan. This unit's functions include –
- evaluating significant new or transforming services, processes
and operations and controlling their development, implementation
and expansion; and
- assisting, as part of a multi-skilled investigation team, in
the investigation of suspected fraudulent activities in the organisation.

Core functions |
The key objective of this unit is to develop an integrated development
plan for the medium term and a city development strategy for the
long term. The unit was set up to ensure that long-term planning
is done, resources are allocated strategically and a performance
management system is developed to monitor the Municipality, its
departments and its employees. The primary focus of the unit is
the finalisation of the Municipality's long-term strategy (ie the
city development plan) and the integration of its strategic planning
and budgeting processes |

- A public-private partnership agreement has been signed for the
development of the Tshwane International Convention Centre. Building
operations are due to start at the end of 2005.

Highlights |
- Twenty Metro Police wardens have been appointed.
- To date, 234 swivel bins have been placed in the inner city
and in Esselen Street in Sunnyide.
- One tractor-loader-backhoe (TLB) and three trucks have been
deployed to address the problem of
illegal dumping in open spaces.
- Holding areas have been identified and allocated to various
taxi associations.
