    Events and gatherings during the festive season should adhere to COVID-19 restrictions

    In ensuring the safety of Tshwane residents, the City implores event organisers and event venues to adhere to the restrictions as per the National State of Disaster Regulations and Directives for Alert Level 1. Events and gatherings have a direct effect on the transmission of COVID-19 from person to person. 

    The City of Tshwane Events Compliance Section will work with the Tshwane events industry to assist in planning events that are safe and properly managed to protect persons against the spread of and exposure to COVID-19 at events. As such, all events that are staged in Tshwane, whether large or small, are subject to City of Tshwane Events Joint Operations Committee (JOC) compliance and COVID-19 safety protocols. Any planned event may only be staged after it has been presented to and supported by the JOC. 

    All event managers and/or organisers who are involved in the planning of events are therefore required to book a presentation slot by completing the form that is available on the website, and notifying the Events Compliance Section of their proposed event two weeks before the event. 

    The completed form must be sent to and an appointment will be scheduled for the presentation. 

    Under Alert Level 1, social, religious, political and other gatherings are permitted, on condition that the number of people does not exceed 50% of the normal capacity of the venue up to a maximum of 250 people for indoor gatherings and 500 people for outdoor gatherings, as per Government Gazette Volume 633, Number 43725 of 18 September 2020.


    Gatherings and/or events under Alert Level 1 

    • Venue owners should acquire and display a fitness or grading certificate that clearly indicates the venue capacity.
    • Churches and other faith-based institutions are allowed no more than 250 people in an indoor venue or 500 people at an outdoor venue, provided that this does not exceed the venue's 50% threshold capacity while also allowing for physical distancing and the wearing of masks.
    • Conferences, meetings, political and social events along with recreational gatherings are allowed under Alert Level 1. No more than 250 people can attend these gatherings at indoor venues. No more than 500 people are allowed at an outdoor venue, provided that the venue's 50% threshold capacity is not exceeded.


    The following places are allowed only 50% of the venue's capacity: Casinos, gymnasiums, fitness facilities, bars, taverns, hotels and timeshare facilities. 

    Among other restrictions, spectators are not allowed to attend any sporting events. 

    In order to limit exposure to COVID-19, every person must do the following when attending a gathering: 

    • Wear a face mask
    • Adhere to all health protocols
    • Maintain a distance of least 1,5 m from others
    • Adhere to any other health protocols and social distancing measures introduced 

    In addition, an owner or operator of any indoor or outdoor facility where gatherings are held must ensure that the venue complies with the law by applying for fitness and grading certificates from the City of Tshwane in accordance with the Safety at Sports and Recreational Events Act, 2010 (Act 2 of 2010). These certificates set out the maximum number of persons the facility may hold and they must be displayed clearly. 

    The City of Tshwane JOC will close for business on 15 December 2020 and reopen on 13 January 2021 for the presentation of event plans.  

    During the closure period, it will not be possible to present events to the JOC. We advise event organisers to book their JOC presentations as early as possible for events planned for the whole of December 2020 up to 12 January 2021.
