Corporate and Shared Services

Overview

The Corporate and Shared Services Department provides a range of corporate governance support functions at a strategic and operational level for the City of Tshwane Metropolitan Municipality.

The department manages human resource operations, strategic and operational staff competency training, individual performance management, and archiving and printing services. Corporate fleet management as well as labour relations are also functions that form part of the department’s support operations.

The department consists of the following divisions: Management and Office Administrative Support, Tshwane Leadership and Management Academy, Corporate Fleet Management, Organisational Efficiency Improvement, Corporate Employee Relations Management, Corporate Logistic Services and Human Resource Management.

To be a leading provider of corporate and shared services that is responsive, reliable and accountable to its customers, enabling the City of Tshwane to achieve its strategic objectives.

Strategic objectives

The strategic intent of the department is driven by Strategic Objective 4 (to promote good governance and an active citizenry) and Strategic Objective 6 (to ensure continued organisational development, transformation and innovation).

Divisions

Corporate and Shared Services provides a range of corporate support functions at strategic and operational levels. The department comprises six divisions and the Management and Office Administrative Support Section. These business units and their support functions are listed below:

Human Resource Management

  • Human resource provision and maintenance: recruitment, selection, placement, induction, conditions of service, funds and allowances administration, payroll, service termination and technical record management
  • Human resource planning, polices and support: manpower forecasting, succession planning, and exit and retention strategies
  • Occupational and employee health, safety and wellness: OHS policy development and enhancement, OHS compliance management, OHS operational services, occupational hygiene, employee wellness and HIV/AIDS operations
  • Human resource strategic and operational support services: human resource strategies and policies, process and system implementation, and human resource relations management

Tshwane Leadership and Management Academy

  • Competency development training: leadership, senior management, junior management and operational staff competency training
  • Strategic competency development: training on legislative services, academy strategy, policy and process development, business partnering and knowledge sharing management, and project portfolio management
  • Stakeholder management: administrative and financial management of stakeholders and resources

Organisational Efficiency and Improvement

Corporate Property and Logistical Services

  • Corporate property management: office space and parking, lease assets administration and contract management, community facilities and corporate land asset register administration

  • Land asset disposal management: land disposal application processing, disposal reports and supply chain management processing, and strategic land projects and servitudes
  • Corporate administration management: archive management, printing services and postal bureau, and courier services

  • Presiding over formal disciplinary proceedings and prosecuting on behalf of the City of Tshwane
  • Handling conciliations and arbitrations on behalf of the City of Tshwane
  • Referring matters requiring court action to Group Legal Services
