Report on Marabastad Cleanup action - March 2005

Introduction

The Development Control Unit, among others, sees to it that the town-planning legislation/schemes, National Building Regulations and outdoor advertising and encroachment by-laws are adhered to. When this type of law enforcement is not done, it may lead to a very unhealthy situation for the city as a whole.

Marabastad was identified as one place where an undesirable situation existed.

A cleaner, safer and healthier Marabastad

A survey of the suburb yielded the following findings:

• Bloed Street - 15 illegal structures erected on the road reserve
• 1st Street - 20 illegal structures erected on the road reserve
• 2nd Street - 10 illegal structures erected on the road reserve
• 7th Street - 115 illegal structures erected on the road reserve
• Mogul Street - 13 illegal structures erected on the road reserve
• Lorentz Street - 17 illegal structures erected on the road reserve
• Vacant stands - various illegal structures erected on erven

The structures were found to -

• be permanent in nature;
• obstruct pedestrian movement on the pavement;
• obscure the view for pedestrian and vehicular traffic;
• obstruct stormwater drains and road traffic signs; and
• be generally detrimental to the amenity of the neighbourhood.

Corrective steps

A meeting was held on 28 February between the metro police, Waste Management and Development Control to pave the way for the situation to be corrected. At this meeting it was decided that -
• the metro police would provide six members whose responsibility would be protecting municipal property and employees during the cleanup operations, and taking possession of confiscated valuables;
• Waste Management would provide two trucks with workers to remove illegal material; and
• Development Control would coordinate these activities in terms of legislation.

CONSTRAINTS

These types of operation have a great risk attached to them, ie damage to municipal property and injury to employees by disgruntled hawkers. So, it is imperative that sufficient protection be provided.
Additionally, the single truck and three workers provided by Waste Management are not enough because it is time-consuming to load and offload the huge amounts of rubble associated with these cleanups.
