    In terms of section 121(1) of the MFMA, every municipality and municipal entity must prepare an Annual Report for each financial year. The City of Tshwane Metropolitan Municipality tabled its Annual Report for the financial year 1 July 2012 to 30 June 2013 in January 2014.  In terms of section 129 of the MFMA, Council adopted the oversight report on 27 March 2014.  

    The oversight report and Annual Report for the financial year 1 July 2012 to 30 June 2013 are available on the City of Tshwane’s official website (http://www.tshwane.gov.za).

    Tshwane Bus Services wishes to notify the commuters of Olievenhoutbosch about the reintroduction of the bus operations at Olievenhoutbosch that will start on Monday 17 February 2014.

    The routes will start at Waterberg Road on the Eastern side of the R55 and will travel via Waterberg, turn right along Serenade, left along Samrand, right at T-Junction, right along Ikati, left along Cycad Crescent, left Mamello, right Lindani, Morudi, left along Waterberg, to transport passengers who want to travel on these identified routes.


    The route numbers will be displayed on the left front window of the buses and passengers are urged to familiarize themselves with those numbers. Passengers need to buy cash tickets from the bus drivers.
    Due to the limited resources, only a few routes will be reinstated.

    The Water and Sanitation Division is investigating the problem so as to solve it as soon as possible.
    In the meantime, please use water sparingly by following the tips below:
     
    • Do not leave taps open during the water supply interruption.
    • Use bath water for watering your garden.
    • Use swimming pool water for flushing the toilet.
    • Use piped water sparingly during the water supply interruption.
    • Remember to provide water for animals.

    ​The City of Tshwane’s Health and Social Development Department calls early childhood development learning centres, crèches and day care centres in the city to apply for grant-in-aid funding for the 2013/14 financial year. 

     
    Applicants must comply with the following:
     
    • Centres must have been in existence for two years or more.
    • Centres must have a management committee or board members.
    • Centres must not be receiving funding from elsewhere.
    • Centres that have received funding from the City of Tshwane in the past will not qualify.
    • Centres must have more than 20 children.
    • Centres must be registered as non-profit organisations.
    • Centres must be registered as partial care facilities as stipulated in the Children’s Act, 2005 (Act 38 of 2005).
     
    Application forms can be obtained at any of the municipal customer care centres, municipal social workers’ offices and the Office of the Speaker.

    All residents in Bronkhorstspruit, Rethabiseng and Zithobeni are advised to register on the new citywide Supreme system in order to buy electricity. The old Conolog system has crashed and cannot be repaired.

    Residents  will be given until 20 March 2014 to register for the Supreme prepay system. This will enable you to buy electricity immediately, even if you are in arrears on your account. If you are still on the old system after 20 March, your account may be blocked.

    Section 75 of the Municipal Finance Management Act (Act 56 of 2003) requires municipalities to publicise on their websites their Mid-Year Performance Assessment Report developed in terms of Section 72 of the Municipal Finance Management Act (Act 56 of 2003)  after it has been tabled at a council meeting. The City of Tshwane Metropolitan Municipality has tabled its Section 72 Mid-Year Performance Assessment Report for the financial year 1 July 2013 to 30 June 2014 at its council meeting on 30 January 2014. 

    In compliance with Section 75 of the Municipal Finance Management Act (Act 56 of 2003) copies of the Section 72 Mid-Year Performance Assessment Report for the financial year 1 July 2013 to 30 June 2014 are available on the city of Tshwane’s official website (http://www.tshwane.gov.za).

    ​Section 127(5)(a) of the Municipal Finance Management Act (Act 56 of 2003) requires municipalities to publicise their annual report and invite the local community to make representations on the report after it has been tabled at a council meeting. The City of Tshwane Metropolitan Municipality has tabled its Annual Report for the financial year 1 July 2012 to 30 June 2013 at its council meeting on 30 January 2014 and therefore invites the public to make representations or submit comments on the Annual Report.

    Copies of the Annual Report 2012/13 will be available on the City of Tshwane’s public website on 5 February 2014, and at our customer care centres and municipal libraries on 7 February 2014.

    ​The City of Tshwane has set up various public viewing areas across Tshwane for the live broadcast of former president Nelson Mandela’s memorial service taking place on 10 December 2013 at FNB Stadium.

     
    The following sites have been identified:
    • Region 1(a) – Mabopane Indoor Centre (Mawiga Zone)
    • Region 1(b) – Giant Stadium (Soshanguve)
    • Region 2 – Suurman Community Hall (Hammanskraal)
    • Region 3 – Lucas Moripe Stadium (Atteridgeville)
    • Region 4 – Absa Sports Ground (outdoor tent) (Olievenhoutbosch)
    • Region 5 – Refilwe Community Hall
    • Region 6 – University of Pretoria, Mamelodi Campus
    • Region 7 – Bronkhorstspruit Sports Complex / Masakhane Hall
    Various entertainment and other activities will also take place at the PVAs.  The programme seeks to integrate communities into the essence of the mood that describes Nelson Mandela and what has made him the icon of the world. It will include a period of mourning, celebration and prayer sessions by the local religious fraternity.
    Members of the public are encouraged to form part of the celebration of Africa’s son.

    ​Members of the public are invited to line the route and form a public guard of honour for Madiba when his body is being transported from 1 Military Hospital to the Union Buildings.


    The lying-in-state will commence from 11 to 13 December, where ordinary South Africans and guests will be given an opportunity to pay their last respects to former President Nelson Mandela at the Union Buildings. More information on this process can be found on www.mandela.gov.za


    Madiba’s body will be transported daily between 1 Military Hospital, Thaba Tshwane, and the Union Buildings, and will pass between 7am and 8am.


    Mourners are advised that cameras, including cellphones, will not be allowed at the Union Buildings.
    The City of Tshwane has activated park-and-ride facilities for the public at the Tshwane Events Centre, LC De Villiers Sports Facility in Hatfield and Fountains Valley Park to the Union Buildings.

    Gauteng Metrorail, a service operator of PRASA Rail is pleased to announce that 41 TRAINS with the capacity to transport between 60 000 – 80 000 mourners from the different corridors in Gauteng will be made available for FREE to mourners who will join the world in mourning and honouring the world icon, statesman and former President Nelson Mandela. Mourners are encouraged to travel by train using Metrorail’s safe and convenient Park ʼn Ride facilities at stopping stations because NO PRIVATE VEHICLES will be allowed in the FNB Stadium precinct.


    Metrorail will provide a safe, reliable, efficient and hassle-free transport service to thousands of mourners expected to come out in numbers to attend the official memorial service to reflect on Madiba’s life and his contribution to the world at the FNB Stadium in Nasrec, south of Johannesburg, on 10 December 2013.

    Metrorail invites Gauteng residents to make use of the available trains to share in the sombre of the occasion of the loss of the African jewel and rejoice in commemorating the legacy and life of our first democratically elected transformational leader.
    It is envisaged that the stadium will be packed from early morning and, therefore, Metrorail will commence to run its services to Nasrec Station from as early as 05:00am, for the convenience of all mourners. The first train will arrive at Nasrec Station at 05:55am and the last train will depart from FNB Stadium after the conclusion of the memorial service.

    Metrorail will also transport mourners to the overflow venue at Ellis Park Stadium in central Johannesburg as well as the overflow venues – i.e Orlando Stadium and the Dobsonville Stadium, both in Soweto.

    Autopax, a subsidiary of PRASA, has also made available 300 buses to transport dignitaries to the FNB Stadium. The dignitaries will be picked up at designated points.

    Power interruption in Shoshanguve areas

    The electricity supply to certain areas in Soshanguve has been interrupted due to a fault on the 33KV transmission line and voltage transformer, cutting of the supply to the substation.

    Power has been restored to most of the areas affected by a power outage for the past two days. Preliminary reports indicate that the fault was as a result of a  lightning strike that caused the  transformer not to trip during  an over-current fault, and as a result of cable theft in the substation a fire erupted on the transformer panels causing damages to the Raslouw Substation.
     
    The following areas were affected
    • Raslouw
    • Monavoni
    • Sunderland Ridge
    • Peach Tree
    • Stone Ridge
     
    The thieves took advantage of the power failure by vandalising the 11KV cable ring feeders and this delayed  the repairs and power restoration took longer than anticipated.  Some streets in Raslouw and Monavoni are still without power due to this cable theft.  The streets affected are: Baralong, Mimosa, Kwambi, Sunbeam and Thembu.
     
    The Energy and Electricity team  worked around the clock and in poor weather conditions to restore power.

    The scope of work included amongst  others;  cleaning of  substation panels, cable joints,  terminating cables on panels; and also swinging  of customers to other feeder lines.
     
    The City apologises for the inconvenience residents suffered during this time and would also like to take this opportunity to thank residents for their patience and cooperation during this difficult period.

    Residents should please take note that due to the regionalisation of waste collection services, certain suburbs will have a new day for the collection of waste. The waste collection schedule was changed from a citywide collection cycle to a regional weekday cycle to ensure that the city’s resources are optimally used.
     
    The City realises that the notification was on short notice and that there will be some teething troubles at the outset but we hope that this will be sorted quickly. We apologise for any inconveniences caused. Waste collection in these areas will soon normalise as per the new schedule.

    Road closures and diversion routes as a result of the A Re Yeng construction:

    • Nana Sita Section (Paul Kruger – Kotze) :
    Construction started in January 2013 and expected to be completed in August 2013.  2 lanes per direction have been closed temporarily along Nana Sita.

    • Diversion Routes
    Motorists who used to travel in the eastern/Western direction along Nana Sita before construction can take the following alternative routes:
    • Eastbound: Alternative route is along Francis Baard towards (between Bosman Str & Nelson Mandela). Alternatively motorists can take Jeff Masemola street. Motorists will be able to cross Nana Sita in the southern direction at various intersections except during closures listed below.
    •  Westbound: Alternative routes are Pretorius street (between Nelson Mandela Drive & Sophie De Bruyn Street) and Visagie Street(between Nelson Mandela Drive & Sophie Bosman Street)

    The City of Tshwane is inviting early childhood development centres, crèches, day care centres and early learning centres in the jurisdiction area of the City of Tshwane to apply for grant-in-aid funding for the 2012/13 financial year.
     
    The City of Tshwane embarked on an Early Childhood Development (ECD) Programme in 2001 to improve the lives of children in Tshwane. Through ten ECD centres managed by the City as well as outreach programmes in the communities, the city wants to assist parents and community workers to enrich the early development of children.
     
    From 2006 to date, the City has a made funding available to privately-managed ECD centres. The aim of the funding is to uplift the standard of ECD centres in the city so that they can provide an effective an efficient service to children between the ages of 0 to 6 years.
     
    Prospective centres must comply with the following:
     
    •        Centres must be in existence for two or more years.
    •        Centres must have a management committee or board members.
    •        Centres must not be receiving funding from elsewhere.
    •        Centres that have received funding from the City of Tshwane in the past will not qualify.
    •        Centres must have more than 20 children.
    •        Centres must be registered as non-profit organisations.
     
    Application forms are available at any customer care centre, as well as social workers' offices under the City of Tshwane and the Office of the Speaker in all seven regions.

    The closing date for applications is 30 April 2013 at 12:00. If the Social Development Division does not contact a centre within 21 days of the closing date, they should consider their application unsuccessful.

All application forms can be collected either from C de Wet Centre, cnr WF Nkomo Street or Es’kia Mphahlele Drive, Pretoria West, or be downloaded from the Municipality’s website (www.tshwane.gov.za).

    The Municipality will not do business with any suppliers that are not accredited and registered on the database. Suppliers currently doing business with the Municipality are kindly requested not to re-apply in terms of this new requirement.

    The City of Tshwane (CoT) Department of Sport, Recreation, Art and Culture (SRAC) will be upgrading the Solomon Mahlangu Freedom Square (SMFS). The project site is bounded by Makubela Street, Tsamaya Avenue, Maphalla Drive and J Letwaba Street. The Solomon Mahlangu Freedom Square is a nationally significant heritage site situated in Mamelodi, Tshwane. The objective of the proposed upgrade is to create a dignified urban Square that honours the legacy and sacrifice of the late Solomon Mahlangu and the historical events surrounding the “Mamelodi Massacre” that took place on 21 November 1985.

    In terms of Section 38 of the National Heritage Resources Act, 1999 (Act No. 25 of 1999) a Heritage Impact Assessment (HIA) is required before authorisation is given for the development to proceed. Osmond Lange Architects & Planners, working in association with Dr. Johann Bruwer, have been appointed to undertake the HIA and NMA Effective Social Strategists (NMA) have been appointed to undertake the public consultation process. A Background Information Document (BID) has been prepared to provide information on the development. All Interested and Affected Parties (I&AP) who would like to comment on the findings and recommendations contained in the Draft HIA Report are invited to do so in writing to NMA using the details provided below. The 30 day comment period commences on 30 August 2012 and closes on 02 October 2012. All correspondence must reach NMA offices by no later than Tuesday, 02 October 2012.

    One of the defining features of capital cities around the world is the concentration of cultural infrastructure of national significance, such as theatres, museums and heritage sites. This is also a feature of Tshwane. In addition to that, Tshwane has a creative industry infrastructure that shows great potential for growth.

    The Sport and Recreation Department of the City of Tshwane is planning to establish a Creative Industries Commission to assist the city to get in line with the international trend to develop innovative sectors such as the creative industry. It is believed that cultural and creative industries have a role to play in creating jobs in priority areas and revitalising the city. The City's vision to enhance Tshwane's creative industries and cultural life is embodied in its inner city regeneration project which has the aim of "celebrating the national capital and repositioning the inner city as a vibrant cultural and government centre".

    Parties that can make a positive contribution to the City's vision to create a capital city that is vibrant, energetic and responsive to its residents and can enhance human creativity are invited to apply to serve on the planned Creative Industries Commission. The commission's work will intersect with existing processes (particularly planning processes) in the city to ensure that the interests of the creative industry are represented. It will also advise the City of Tshwane on the development and implementation of initiatives and actions related to the creative industry sector, and will identify partners for funding and implementing projects and programmes that support the City's approved strategy.

    The process to develop the Hatfield Urban Development Framework started in 2007. Public meetings were held in August 2007 as well as in December 2010.

    Development in the area is hampered by the absence of a formal Council resolution on the Hatfield UDF. The City Planning Department receives numerous enquiries for redevelopment in the area, developers are however reluctant to submit rezoning applications because of the absence of an approved land use policy.

    The City Planning Department hereby invites final comments on the draft Hatfield UDF. Please submit your comments by not later than the 10th of February. The draft Hatfield UDF is available on the City of Tshwane’s web site

    Some residents in the city have not received their accounts in January as per normal cycle. The City of Tshwane experienced a shortage in the delivery of envelopes from its service provider in January (due to festive season closures) and 6 of the 21 billing cycles were affected. The City sends over 800 000 accounts per month by means of 21 billing cycles. The last postage was on 17 January 2012.

    180 000 accounts have been affected but interventions have been put in place to remedy the situation. It is hoped that postage backlog will be cleared by 28 January.

    Because of the non-performance of the service provider they have been put on performance terms and the city is in the process of appointing the second highest scoring bidder as the contingency.
    It must be noted that credit control actions are only instituted on accounts which are in arrears for 30 days and older and not on current accounts.

    The City apologises for the inconvenience caused.

    The purpose of the address is to report faulty traffic signals which includes traffic signals which are flashing, traffic signals which are completely out, or any dangerous situation caused by a traffic signal faulty traffic signals.     The City of Tshwane is issuing a water restriction with immediate effect in the following areas:

    • Daspoort
    • Suiderberg
    • Wonderboom Suid
    • Gezina
    • Montana
    • Garsfontein
    • Lynnwood
    • Silverton
    • Faerie Glen
    • Moreleta Park
    • Murrayfield
    • Die Wilgers

    The restrictions to this area is due to repair works at the Roodeplaat Water Treatment Works. The water supply to these areas are now supplied via other sources and reservoirs and therefore water need to be used sparingly. This implementation of temporary water restrictions is in terms of clause 19 and 59 of the Water Supply By –Laws of the City of Tshwane Metropolitan Municipality, as published in the Gauteng Provincial Gazette, dated 5 November 2003, Notice No. 6770.

    Consumers with even street numbers may water their gardens on even dates from 06:00 to 08:00 and from 18:00 to 20:00. Consumers with odd street numbers may water their gardens on odd dates from 06:00 to 08:00 and from 18:00 to 20:00.

    These restrictions will be enforced with immediate effect until further notice.

    A spot fine of R5 000.00 per incident can be issued if the above water restrictions are transgressed.

    The City of Tshwane is awaiting applications for appointment as members of the Tshwane Planning Commission. This commission is to consist of experts who will advise the Executive Mayor on long-term planning to enable the development and implementation of the City of Tshwane's long-term plan. The members of the commission may be required to do in-depth research and consult stakeholders and communities, and to prepare reports and papers based on the aforegoing.

    The members will preferably be residents of or owners of property in Tshwane as stipulated in Notice 1866 of 2010 in the Provincial Gazette Extraordinary of 30 June 2010.

    Please note that the deadline for submission of applications for the Planning Commission has been extended to 14 June 2011.

    Notice on the draft By-laws for green building development within the wide jurisdictional region of the City of Tshwane Metropolitan Municipality

    The City of Tshwane Metropolitan Municipality (herein after referred to as the “City of Tshwane”), hereby gives notice, in terms of Section 12 of the Local Government Municipal Systems Act, 2000 (Act 32 of 2000), as amended, read together with section 7 of the Gauteng Rationalisation of Local Government Affairs Act, 1998 (Act 10 of 1998), and 162 of the Constitution of the Republic of South Africa, 1996 of its intention to make By-laws with regard to the following matters:

    Legislative measures to ensure the reduction of natural resource consumption and environmental impacts related to Tshwane’s built environment, hence reducing the environmental footprint of the City, which will be applicable to all developments in the region requiring Council approval as defined in the National Building Regulations.

    The By-law together with its supporting Schedule will be known as the “City of Tshwane Green Building Development By-law” and will be supplementary to the National Building Regulations, the Town Planning Scheme and other existing Legislation within the region, and is not designed to supersede or amend these in any way.

    The duties of the directors will be to guide and manage SWA in terms of the obligations stipulated in the relevant legislation, agreements with the CoT, King III Report on Corporate Governance for South Africa, 2009 as well as the relevant CoT policy documents. The Directors must be able to lead, control and monitor the business of SWA which includes matters of governance, legal, financial and managerial issues. The duties, responsibilities and remuneration of directors are addressed in three policy documents of the CoT i.e. The Corporate Governance Principles of Municipal Entities dated 27 September 2007 read together with the CoT’s Board Charter for Municipal Entities dated 24 January 2008 and the policy determining the Process to Appoint Directors for Municipal Entities dated 27 March 2008.

    Directors will be appointed based on their knowledge or professional experience in any one or more of the fields of engineering, finance, law, accounting, economics or business economics, management, property development as well as community and social development. It will also be required of all candidates to be acquainted with the principles as contained in the King III Report on Corporate Governance for South Africa, 2009.

    The CoT’s policy is to provide equal opportunities to all qualified persons irrespective of race, religious belief, age, nationality, marital status, physical disability, HIV status, gender, social origin, culture, political opinion or conscience and sexual orientation.

    Only candidates who comply with Sections 93E (1) and 93F of the Local Government: Municipal Systems Act, 2000 will be considered. Cognisance should also be taken of the requirements as stipulated in the CoT’s Corporate Governance Framework for Municipal Entities, the Code of Conduct for Directors of Municipal Entities approved by the Council on 27 September 2007, the CoT’s Board Charter for Municipal Entities as approved by the Council on 24 January 2008 and the Process to Appoint Directors for Municipal Entities approved by the Council on 27 March 2008, will be considered.

    Persons with the requisite range of expertise to effectively manage and guide the activities of SWA are eligible for nomination by submitting the candidates’ curriculum vitae to the Executive Head: Governance Executive Support, Attention: Ms. Lebogang Mahaye, Munitoria Building, Room 222, 2nd Floor, Cnr.     Please attach certified copies of all relevant qualifications and documents to the nominations. If the required documentation is not attached, the nomination may be disregarded. No late nominations will be accepted.
