    The City of Tshwane’s licensing centres have been experiencing an unprecedented increase in volumes of people who apply for either driver’s licences or professional permits.
Strategic Objective

In order to ensure good governance, financial viability and optimal institutional transformation with capacity to execute the mandate, the following are the key objectives of the Office of the Chief Whip:

  • To support all whips through efficient management
  • To serve as a link between the administrative arm and the legislative arm of Council
  • To coordinate and analyse councillors' monthly reports
  • To provide input towards the political work of whips
  • To coordinate and provide political research for use by study groups, whips and individual councillors
  • To provide logistical support to Councillors' constituency work

According to Tshwane Vision 2055, in 2055, Tshwane will be liveable, resilient and inclusive, and its citizens will enjoy a high quality of life and have access to social, economic and enhanced political freedoms. Citizens will also be partners in the development of the African capital city of excellence.

The Office of the Chief Whip has aligned its functions to the following outcomes of Tshwane Vision 2055:

Equitable city that supports human happiness, social cohesion, safety and healthy citizens

This will be achieved through the following:

  • Health monitoring programmes for councillors
  • Invitation of guest speakers and motivational professionals to address councillors during caucus sessions
  • Providing alternative accommodation for councillors in dire need
  • Providing counselling support for family members of councillors affected by violence in their areas

An African capital city that promotes excellence and innovative governance solutions

The Office of the Chief Whip strives to provide Councillors with training programmes that will make them innovative in their work. These programmes include computer, soft and formal skills programmes that will enhance their participation in community work.

  • The office is working closely with tertiary institutions around Tshwane to develop programmes that will enhance the oversight role of councillors.
  • The office further strives to expose councillors to international programmes on best practices, especially on matters of oversight and governance.

This outcome will be achieved through the management of public meetings and constituency work of councillors.​
