An important function of the Fire Brigade Services Division is to provide a fire safety service to reduce and prevent loss of life and property.

The division's Fire Safety Section identifies, prevents, reduces and eliminates hazards that contribute to the occurrence of fires. It also enforces regulations and standards for static fire suppression in buildings and other installations to minimise the spread of fire.

The Fire Safety Section has the following functions:

Urban development control

  • Ensuring compliance with the National Building Regulations and Building Standards Act, 1977 (Act 103 of 1977), by analysing plans, attending building site meetings and conducting building inspections to establish whether fire safety requirements are being met
  • Ensuring compliance with the provisions of the Hazardous Substances Act, 1973 (Act 15 of 1973), the Explosives Act, 1956 (Act 26 of 1956), the applicable regulations made under sections 15 and 16 of the Fire Brigade Services Act, 1987 (Act 99 of 1987), and the Occupational Health and Safety Act, 1993 (Act 85 of 1993)

General fire safety auditing

  • Conducting routine, follow-up and specialised inspections of premises
  • Carrying out law enforcement activities at premises
  • Advising the community on fire safety and fire prevention

Fire investigations

  • Investigating fires and their causes
  • Consulting with loss adjusters and insurance companies
  • Testifying in court when subpoenaed

Hydrant maintenance

  • Maintaining street fire hydrants
  • Measuring the water flow and pressure of the hydrants
  • Establishing if the flow meets the requirements set out in SANS 1090 (Community Protection Against Fire)

Pre-incident planning

  • Assisting in formulating and implementing pre-incident plans for buildings
  • Commenting on procedures for executing operational services at building fires
