INDIGENT PROGRAMME MANAGEMENT

This service manages the registration of indigent households to have access to basic municipal services

This output entails a process comprising of:

  • Assisting applicant households with completion of application forms;
  • The Social Workers conduct verification home visits to verify the information of the household as provided by the applicants at the point of application. During these home-visits, the Social Workers also collect the supporting documents which the families were required to gather and submit;
  • The application and verification forms together with the supporting documents are then submitted at Finance Department for approval and finally, registration as indigent; and
  • Upon a household being registered, Finance Department activates clearance of their debt from their municipal accounts; notifies the Department of Services Infrastructure to apply technical assistance to the registered households where:
    • Electricity and Energy Division activates 100kw free electricity per month for the registered indigent household as well as installation of a pre-paid electricity meter free of charge where there is no prepaid electricity meter box in the household; and
    • Water and Sanitation activates 12kl free water as well as installation of a water restricting device.

Monitoring and Impact Assessment

In terms of the Indigent Policy, registered indigent households should receive the indigent social package immediately after being registered as indigent. The Social Worker will monitor registered indigent households whether they are receiving the indigent social package. If they are not, the issue will be escalated to relevant stakeholder departments to allocate indigent benefits due to registered indigent households.

Evaluation of indigent households on the indigent register for 24 months

In terms of the Indigent Policy, registered indigent households are evaluated within 24 months of being on the indigent register to check if they still meet the qualifying criteria to remain on the register and to exit those whose socio-economic circumstances have improved

Indigent Exit Programme

Council has approved an Indigent Exit Strategy which comprises:

  • a Poverty Reduction Strategy for the City of Tshwane;
  • a means of linking the indigent beneficiaries to poverty alleviation initiatives; and
  • a mechanism for tracking registered indigent households in order to determine when they should be taken off the indigent register.
    • Through the Indigent Exit Strategy, the Department has a goal of empowering beneficiaries from indigent registered households so that they are able to gain skills and strategies that will free them from the poverty cycle and enhance their being self-supportive, thereby making way to exit the indigent register.

      Linking to exit interventions

      The Department linked beneficiaries identified from registered indigent households with various resources. The following is a summary of households that were linked to training and EPWP initiatives.

      Exiting households from the indigent register

      Registered indigent households whose socio-economic status has improved get exited from the indigent register so that they are re-absorbed into the normal stream and pay for municipal services. The following is a summary of registered indigent households who were taken off the indigent register.

      Indigent burial requests

      Indigent Programme Management received requests for indigent burials from households who are poor and are challenged to bury their deceased due to insufficient or lack of resources to do so.

      The unit visited 100% of bereaved households requesting indigent burials to verify their socio-economic circumstances so as to be able to recommend to the City of Tshwane the appropriate kind of assistance.

      1. Who may apply for registration as an indigent household?

      - Any household where your total monthly household income, excluding child support grants and foster care grants, is not more than the joint pensions of two old-age state pensioners;

      - Neither you nor any member of your household owns other fixed property than the property where you reside;

      - You are 18 years or older, unless you are a child appointed to executorship by a court of law, or you are a child of 18 years or younger from a child-headed household;

      - You reside at the property for which you are applying, unless you are a legal guardian applying on behalf of a child-headed household;

      - You are the registered owner of the property for which you are applying or a municipal tenant there;

      - You are an occupant of North West Housing Corporation or City of Tshwane property;

      - You have a services account with the City of Tshwane; and

      - You are a South African citizen.

      2. What are the benefits of registering?

      - Registered indigent households qualify for 12 kl of free water per month, 100 kW of free electricity per month, free waste and sewage removal, as well as exemption from rates and taxes.

      3. What documents do you need in order to register? 

       Certified copies of the following documents should accompany your application:

      - Proof of income or, if you are unemployed, a sworn affidavit to that effect;

      - Your identity document and those of your spouse and your dependents;

      - Your latest municipal account;

      - The birth certificates of your children and proof of their school attendance (a school report or a letter from the school);

      - Proof of your marital status (such as marriage certificate, divorce certificate, proof of customary union/living together or a death certificate, as applicable); and

      - Lease agreement if you are a tenant of the City of Tshwane.
