Social Services is about giving professional support to individuals, families and communities with the aim of restoring the independence and full functionality of the individual, family or community (whatever the case may be).

Workers are guided by the following social work methods: case work, group work and community development. This section works closely with ECD Section and Community Development Section. The section is responsible for development of policies, strategies, norms and standards as well as implementation plans. The section is also responsible for crisis management and social emergency relief.

Social Services is also responsible for the Social Emergency Programme which aims at alleviating the pressures of disaster from affected families and communities. This is done through the Tshwane Food Bank.

ECD is about programmes and initiatives for children 0 -14 years old. The section provides social welfare services for children. The section also focuses on youth development programmes and initiatives, as a continuation from ECD programme. 1. From what age are children admitted?
CoT ECD centers admit children who are to be prepared for school readiness. These are children from 3-6 years old.
2. What documents must parents/guardians bring when they come to register the child?
Bring the following documents along:
- Municipal account (payment of monthly fees is done directly into the municipal account)

3. What are the operating hours of the ECD centres?
Monday to Friday: 7:00 to 15:00
4. What does the Grant- In-Aid to Eligible Community Based ECD Centres entail?
The grant-in-aid is a once-off fund, allocated to community-based ECD centres that meet the funding criteria.
5. Where can ECD centres apply for this fund?
Request for applications is done through local newspapers, the City of Tshwane Website, Office of the Speaker, through Regional Offices, as well as through local ECD Forums.
6. What are the funding requirements?
Centres must:
- be in existence for at least two years
- have a management committee or board members
- not be receiving funding from elsewhere (centres that have received funding from the City of Tshwane in the past will not qualify)
- have more than 20 children
- have valid Child Care Certificates
- be registered as non-profit organisations
- be registered as partial care facilities as stipulated in the Children’s Act, 2005 (Act 38 of 2005)
