Overview
The Water and Sanitation Division is responsible for the bulk water supply, sanitation services, and water and sanitation infrastructure planning and implementation in the city. The main purpose of the division is to provide the City’s customers with water and sanitation services in line with Schedule 4, Part B of the Constitution of South Africa. Apart from ensuring that residents, and the commercial and industrial sector have access to quality water, the division has to see to it that bulk infrastructure is created so as to ensure that the services are of high quality and that interruptions are minimal or eliminated. The division is responsible for long-term infrastructure planning to support the sustainable long-term vision of the City. The Water and Sanitation Division consists of two divisions, and the Management and Administration Support Section, all of which report to the Group Head: Utility Services.

Bulk Water and Waste Water Services Division
The division is responsible for the provision of bulk water to the city through various water treatment plants and reservoirs in Tshwane. The division is also responsible for the waste water treatment plants that treat raw sewage before the water is released back into the rivers. The division is also responsible for ensuring that the water quality is in line with the national Department of Water standards by regularly carrying out water and sewer tests. Furthermore, the division ensures that regular maintenance is carried out on all the plants and bulk pipelines. The following are the key performance areas of the division:

Bulk water supply: reservoirs, bulk pipelines, bulk water supply from Rand Water/Magalies Water, City-owned resources, water treatment plants, and compliance with the blue drop regulatory mandate

Waste water treatment: maintenance of waste treatment plants, raw/sewage water treatment, and maintaining green drop standards

Scientific services and pollution control: daily sampling and analysis of water resources, reservoirs, treatment plants and industrial effluent
Water and Sanitation Infrastructure Planning and Implementation Division
This division is responsible for the infrastructure planning and capital projects (development) in the division. The division has to ensure that infrastructure planning is done in conjunction with the Economic Development and Spatial Planning Department, so that the department aligns its projects with the development growth in the city. This division has to ensure that the water master plan is in place as required in terms of the Water Services Act 1997 (Act 108 of 1997). The division also monitors the water demand and ensures that the community conserves water. Furthermore, the division is responsible for system development – that is, ensuring that all private developments are scrutinised to ensure that there is capacity to supply such developments with water before they are started. The following are the key performance areas of the division:

Infrastructure planning and system development: master planning and facilitating water services for the development of new assets

Infrastructure provision: design and execution of capital projects

Water conservation: consumer and school education, credit control, metering and connections
