Office of the Speaker publishes qualifying nominees for the City of Tshwane ward committee elections

The Office of the Speaker has published the names of the qualifying nominees for the City of Tshwane ward committee elections that will take place during the last two weekends of July 2024.

The nomination process, which was completed on 3 May 2024, involved a meticulous procedure starting with the consolidation of data into a master spreadsheet. The Office of the Speaker then conducted a thorough information-checking process to ensure compliance with the submission requirements.

Upon completion of the process, the Office of the Speaker compiled a report and requested the services of the auditing team to perform an additional verification check. This audit was conducted according to specific terms of reference, which included verifying and validating the eligibility of nominees against the established criteria set forth by the Office of the Speaker and the Independent Electoral Management Body (IEMB).

According to Section 5 of the Ward Committee By-law, the following are the minimum requirements for nominees:

  • The nominee must be registered as a voter on the voter’s roll.
  • The nominee demonstrates a vested interest in the affairs of the ward in which he/she lives to be elected as a ward committee member.
  • Municipal officials may not be members of a ward committee.
  • A person who has a commercial interest in providing goods or services to the City of Tshwane may not be or remain a member of a ward committee.
  • A person who has debt outstanding to the City of Tshwane for more than three months is disqualified from being or remaining a member of a ward committee, whichever is applicable, unless such a person has entered into an arrangement with Group Financial Services to settle the debt and adheres thereto, or a dispute has been lodged in terms of Section 102 of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000) and such dispute is pending.
  • No member may take up a seat in a ward committee unless he/she has completed and signed the declaration, marked Annexure 2 in the Ward Committee By-law.
  • No person may become a member of a ward committee if he/she failed to comply with the applicable law, including but not limited to tax statutes or court orders.

The list of qualifying nominees will be published from 25 to 27 June 2024 at all City of Tshwane regional offices and on the City of Tshwane public website and social media pages.

The lists published only include the names of nominees who qualify to partake in the election process and where six or more nominees contest in a ward, as Section 3(1)(b) of the Ward Committee By-law states that the composition of the ward committees require “no more than ten members or, where applicable, no less than six members”.

Appeals and objections to the list can be sent to objections@tshwane.gov.za by the close of business on 29 June 2024. On 1 and 2 July 2024, the Speaker of Council, Cllr Mncedi Ndzwanana, will hear as to why nominees were accepted and/or rejected. On 3 July 2024, the Speaker’s decision will be communicated.
