The City of Tshwane has noted the exemption application arbitration award by the South African Local Government Bargaining Council (SALGBC), which was issued on 31 October 2025.
The matter before the SALGBC related to the salary and wage increases that the City could not pay its employees in the 2021/22 financial year, citing unaffordability.
The commissioner of the SALGBC has dismissed the City’s application and ordered that it complies with the 2021/22 financial year salary and wage agreement and effect the necessary adjustments and payments within six months of the date of the award.
The City received the exemption application arbitration award today and the City Manager, together with the executive, will consider all aspects regarding the implications of the award and thereafter communicate its decision.
