The City of Tshwane is committed to assisting residents, businesses and other customers to manage their municipal debt effectively. We are introducing a special debt relief incentive programme with various benefits to help ease the financial burden on our valued customers. SPECIAL AMNESTY WAIVER (1 to 31 March 2025)
Amnesty for tampering with electricity meters
Customers who voluntarily report tampering with electricity meters will qualify for a tamper fee waiver, provided that they agree to the installation of a new meter and protective devices. Any other outstanding debt will be handled in accordance with the City's Credit Control and Debt Collection Policy.

FOR RESIDENTIAL CUSTOMERS
Recreational facilities discount
Residential customers with up-to-date accounts qualify for a 25% discount on City-owned recreational facilities, including parks, the zoo, community halls and swimming pools. Simply present your latest municipal account statement to enjoy this benefit.
Debt settlement incentive
Pay off 12 months of your municipal debt in full and receive a 70% write-off of any outstanding debt older than 12 months. To qualify, you must arrange a structured payment plan for the remaining 30%, in line with the City's Credit Control and Debt Collection Policy.
If you owe for a period of less than 12 months, pay your principal debt in full and qualify for a 100% interest write-off.

FOR INDIGENT CUSTOMERS AND CHILD-HEADED HOUSEHOLDS
Total debt write-off
Indigent customers and child-headed households will receive a 100% debt write-off. However, customers are still responsible for paying for any consumption that exceeds the allocated subsidy of 100 kWh of electricity and 12 kℓ of water.

FOR BUSINESS CUSTOMERS
Long-term business debt write-off
Businesses that pay off three years of municipal debt in full in a single payment will receive a 100% write-off of any outstanding debt older than three years.
Short-term business debt incentive
If you owe the City for less than three years, pay the principal debt in full and qualify for a 100% interest reversal. Additionally, miscellaneous charges such as those for final demand and disconnecting notices will be waived.

FOR DECEASED ESTATES
Estate debt incentive
If you settle municipal debt that has been incurred within the last two years in full, the City will write off any outstanding debt older than two years. The necessary documentation must be submitted to the Deceased Estate Section for approval.
