Advancing financial governance through digital procurement – a new move for Tshwane
The City of Tshwane is firmly committed to modernising its supply chain management environment through deliberate and structured digital transformation.
SAP Ariba is a cloud-based procurement and supply chain management platform that digitises and automates procurement processes from supplier registration through sourcing, contract management, purchasing and invoicing. SAP Ariba has been implemented by SAP South Africa in its capacity as the original equipment manufacturer.
The implementation of the SAP Ariba platform represents one of the most significant milestones in strengthening procurement efficiency, financial governance, transparency and service delivery capability within the City.
This transformation strengthens the City’s ability to manage public funds responsibly while improving financial efficiency and service delivery outcomes.
It represents a fundamental redesign of how public expenditure is initiated, controlled, monitored and accounted for across the entire municipal financial ecosystem. It is aligned to the City’s broader objective of strengthening fiscal discipline, improving budget use and ensuring value for money in all procurement expenditure.
The implementation of this system supports the City’s broader objective of building a modern, accountable and resident-centred administration by replacing manual procurement processes with an integrated digital platform that improves governance, strengthens compliance and enhances operational efficiency.
The e-Commerce and Procurement (e-CP) Portal provides a single collaborative platform connecting the City and its suppliers while ensuring that procurement processes remain transparent, competitive and fully auditable.
“SAP Ariba represents far more than a digital procurement platform. It is a comprehensive financial governance reform that strengthens expenditure control, enhances accountability and embeds compliance directly into transactional financial processes. It ensures that procurement decisions are not only efficient, but financially sound, properly authorised, fully auditable and aligned to municipal financial policy,” mentioned Cllr Eugene Modise, Deputy Executive Mayor and MMC for Finance.
“The architecture and configuration of the SAP Ariba system demonstrate the City’s commitment to building a procurement environment that is not only digitised, but structurally governed through embedded controls, automation logic and system-enforced compliance. At the core of this transformation is the principle of accountability. Accountability is not treated as an administrative requirement, but as a system design feature,” added Cllr Nasiphi Moya, Executive Mayor of Tshwane, during her speech.
The system will enable continuous monitoring of expenditure performance and system controls as well as capacity-building for financial and procurement officials. This is a governance transformation that places accountability and service delivery at the centre of City operations.
