The Drug and Substance Abuse Subsection fights drug and substance abuse through prevention, treatment and rehabilitation at community- and facility-based level. The subsection aims to provide a national response to combat substance abuse and to provide for mechanisms aimed at demand and harm reduction in relation to substance abuse through early prevention, intervention, treatment and reintegration programmes.

Non-profit organisation support through funding, capacity building and empowerment, as well as establishing network channels with organisations that implement drug and substance abuse programmes in Tshwane.

Strengthening community systems through the establishment of Regional Drug Action Committees (coordinating structures that facilitate a multisectoral engagement between the City and all other relevant role players to inform the development of locally appropriate responses).
Community Oriented Substance Use Programme which aims to prevent, treat, rehabilitate and reintegrate people affected by nyaope, opioids, alcohol or other substance abuse through a community-oriented primary care approach, which includes opioid substitution therapy interventions within Tshwane.
