Today, in my capacity as the MMC for Community Safety, it gave me great pleasure to accompany the Executive Mayor of Tshwane, Cllr Cilliers Brink, during the official launch of the Rosslyn Improvement District (RID).
The RID will operate as a city improvement district (CID) as formalised within the City’s Internal Municipal Service District By-law in terms of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000). The following are the four focus areas of the RID:
- Environment and beautification
- Safety and security
- Technical infrastructure and roads
- Community engagement and development
With the Rosslyn Improvement District and Hatfield CID now firmly established, I believe we can roll out these initiatives in other parts of Tshwane. The two projects embody the much needed and efficient cooperation between the private sector and local government that is critical to truly take the capital city forward.
I want to thank all the role players who have been instrumental in the creation of the RID. This includes the Capital City Business Chamber, Automotive Industry Development Centre, BMW South Africa, Nissan South Africa, South African Breweries, Afrit, Blue Pointer Steel, Rosslyn Petro City and Pioneer Plastics who form the Board of Directors of the RID. On the City’s side I want to specifically mention Commander Elvis Ndlovu of the Tshwane Metro Police Department and Nomsa Mabasa, Regional Head: Region 1, who, along with their respective teams, made the successful launch of the RID possible.
While negotiations with the Office of the City Manager are in the final stage to formalise the roles and responsibilities into a memorandum of understanding, I want to encourage all businesses in the Rosslyn area to join the RID to strengthen it further. Lastly, parties in other parts of the city who are interested in the creation of a CID in their area are welcome to contact my office at mmccommunitysafety@tshwane.gov.za for further guidance.
