City of Tshwane to review Memorandums of Understanding to ensure equitable
service delivery

This week, the Mayoral Committee decided to initiate a comprehensive review of all
service delivery Memorandums of Understanding (MoUs) entered into by the City of
Tshwane. This review aims to ensure that all MoUs align with the City’s interests and
that services are provided equitably to all residents.

The decision to review the 68 existing MoUs, including the agreement with AfriForum
that was recently the subject of public scrutiny, was made by the new administration
to confirm that these partnerships genuinely address the needs of Tshwane residents.
In addition to reassessing current MoUs, we will also explore opportunities to engage
with potential new partners who can contribute to enhancing service delivery across
Tshwane.

While the City welcomes third-party involvement in service delivery, it is essential that
these agreements adhere to core principles that safeguard the City’s interests.
These principles are as follows:
• Equitable service delivery: While we recognise the resource constraints of
service providers, they must be willing to serve all communities in Tshwane,
ensuring that no area is deliberately overlooked or neglected.
• Political non-alignment: Service providers must remain politically neutral and
demonstrate impartiality.
• Protection of the City’s assets: Access to City property by service providers must
be carefully managed to mitigate any risks to City assets.
• Transparency: MoUs must balance the need for confidentiality with transparency,
safeguarding the privacy of service providers while enabling residents to scrutinise
these agreements.

In the coming weeks, we will engage with current service providers, including
AfriForum, to interrogate the existing MoUs. This process will be conducted in the spirit
of cooperation and good faith, without a predetermined outcome. Our objective is to
engage constructively to ensure that MoUs are mutually beneficial for service
providers and Tshwane residents.

Given the financial constraints facing the City, third-party involvement in service
delivery is crucial to our success. We deeply value the willingness of third parties to
assist the City. The prosperity of our capital city depends on constructive partnerships
with the private sector and community organisations.
