Media Statement 12 March 2025
Cllr Palesa Modise
MMC for Community and Social Development Services
The City of Tshwane has lost one of its most distinguished struggle veterans with the
passing of Dr Mark Shinners. His lifelong dedication to the fight against Apartheid
and his unwavering commitment to Pan-Africanism have left an indelible mark on the
City’s rich political history and the broader liberation movement in South Africa.
A long-time resident of Tshwane, Shinners was a fearless activist who played a
pivotal role in the fight for freedom. Arrested in 1963 at just 18 years old, he was
sentenced to a decade of imprisonment on Robben Island, where he endured harsh
conditions alongside other political prisoners. Despite the hardships, he dedicated
himself to educating fellow inmates, strengthening the underground resistance, and
ensuring that even behind bars, the struggle for liberation continued. His
commitment to justice and freedom saw him return to prison following the Bethal
Treason Trial, where he was convicted for his role in mobilising students during the
1976 Soweto Uprising against the oppressive apartheid education system.
Beyond his activism, Shinners made significant contributions to the cultural, social,
and political fabric of Tshwane. His leadership extended far beyond the Pan
Africanist Congress (PAC), where he remained a steadfast member, shaping political
discourse and advocating for the economic and social empowerment of marginalised
communities.
As South Africa transitioned into democracy, Shinners played a
crucial role in negotiations at the Convention for a Democratic
South Africa (CODESA), ensuring that the voices of liberation
fighters were heard in the crafting of the country’s first
democratic constitution. His work in these negotiations helped
lay the foundation for the democratic freedoms that South
Africans enjoy today.
Even after the dawn of democracy, Shinners remained deeply engaged in
community and political affairs, working tirelessly to uplift those who had long been
oppressed. His contributions to education, youth empowerment, and social justice
initiatives in Tshwane cemented his status as a leader who never wavered in his
dedication to the people. His influence stretched across multiple generations,
inspiring young activists and leaders to continue the work he started.
As the City of Tshwane continues to honour its liberation heroes, Dr Mark Shinners’
courage, resilience, and unwavering pursuit of justice will serve as a beacon of hope
and inspiration. His legacy is deeply woven into the history of the capital city, and his
contributions will not be forgotten. The city extends its heartfelt condolences to his
family, comrades, and all who were touched by his life’s work. His spirit will live on in
the continued struggle for a more just and equal society.
