The City of Tshwane Council has approved a public participation process in terms of Section 33 of the Local Government: Municipal Finance Management Act, 2003 (Act 56 of 2003), read together with Section 21A of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), for the conclusion of a 12-year negotiated contract with Tshwane Rapid Transit (Pty) Ltd.
Tshwane Rapid Transit (Pty) Ltd is a corporate legal entity contracted by the City to operate bus routes and improve commuters’ mobility experience.
The City intends to enter into a 12-year negotiated contract with Tshwane Rapid Transit (Pty) Ltd, which will impose financial obligations on the City beyond the three years covered in the annual budget for that financial year.
The public participation process is a requirement for a contract that is intended to span more than three financial years.
At this stage, the draft Bus Operating Company Agreement (BOCA 1) is confined to particular areas. It is therefore negotiated for the benefit and contracting of affected operators along these routes, including Wonderboom to Pretoria CBD, Pretoria CBD to Hatfield, Hatfield to Menlyn, Menlyn to Denneboom, Denneboom to Ikageng and Pretoria CBD to Atteridgeville and Mamelodi.
Members of the public are encouraged to visit our customer care centres in all seven regions and the City’s 57 libraries to access copies of the draft BOCA 1 to provide inputs on the initiative. The document can also be viewed on the City of Tshwane official website at www.tshwane.gov.za.
Written comments to the proposed draft BOCA 1 may be submitted to the Integrated Rapid Public Transport Network Division, Roads and Transport Department, 2nd Floor, East Wing, Sammy Marks Building, Madiba Street, Pretoria under reference “BOCA 1” or emailed to boca1@tshwane.gov.za.
The closing date for comments is 17 May 2024.
