Early childhood education and care give children the best start in life

Early childhood offers a critical window of opportunity to shape the trajectory of a child’s holistic development and build a foundation for their future. While positive experiences and environments can set up a young child on a stronger lifelong path, traumatic experiences or environments during those formative years can have long-lasting, detrimental impact.

A strong foundation helps children develop the skills they need to become well-functioning adults. The time between birth and age 3 is a period of rapid brain development, and mechanisms and interventions to support that development must be made available.

As schools reopened across the country, the City of Tshwane is pleased to announce the reopening of its early childhood development (ECD) centres for enrolment, which began on 13 January 2025. Parents from Regions 3 and 6 are invited to enrol their children, aged between 3 and 5 years, for the 2025 academic year.

ECD aims to support the holistic development of young children from birth to age 8 or 9.

The primary objectives of ECD are as follows:

  • Promote physical development
  • Enhance cognitive development
  • Support emotional and social development
  • Foster creativity and imagination
  • Prepare children for formal education

In line with the National Development Plan, the City of Tshwane Community and Social Development Services Department has a mandate to ensure that children in our communities have access to early childhood stimulation in preparation for life and formal schooling.

The City of Tshwane manages eight ECD centres. Our centres are staffed with qualified educators and professional chefs. Children’s meals are provided at ECD centres for free.

Enrolment requirements

  • Completed application form
  • Certified copy of birth certificate
  • Certified copies of parents’ identity documents
  • Immunisation card
  • Proof of residence

Application forms can be accessed and submitted together with the accompanying documents directly to the centre of your choice. The monthly fee is R324.
