Let your voice be heard in shaping the City’s recovery plan: Let’s reclaim Tshwane’s inner city

Located in the heart of the Pretoria CBD, the HB Philips Building is among the highest-value and most iconic municipal properties.

The MMC for Corporate and Shared Services, Cllr Kholofelo Morodi, welcomes the commencement of the public participation process on the proposed lease of the HB Philips Building. Turning around this building is at the top of the City’s infrastructure recovery agenda.

This process, which is facilitated by the Speaker of Council, is in line with municipal legislation and represents a crucial moment in the City of Tshwane’s efforts to revitalise key strategic assets as part of the broader Bad Buildings Programme.

The HB Philips Building will anchor the July 2025 Property Summit, where more than 30 high-value municipal assets will be advertised for lease or redevelopment. “The HB Philip Building is more than bricks and mortar – it is a symbol of what our city can become when we move decisively to convert decay into development,” said Cllr Morodi.

The building’s proposed 50-year lease is intended to attract substantial private investment in order to enable its refurbishment for mixed-use or residential development. This is a model that the City will replicate with other assets listed under the purview of the Bad Buildings Committee.

The Property Summit in July 2025 will mark a turning point in how the City unlocks value from its property portfolio, cuts down on maintenance backlogs and generates sustainable economic opportunities.

This is a new chapter for Tshwane. We are cleaning up our property books, restoring order to the heart of the city and putting buildings back to work for the people. This is one of many steps to come on the inner city rejuvenation agenda.
