As the MMC responsible for Community and Social Development Services, I am pleased to report that the Refilwe Stadium upgrades in Region 5 are progressing well.
Once completed, the stadium will boost a 3 000-capacity grandstand, soccer pitch, clubhouse and a gym fully equipped with showers. It further consists of an athletics track, changing rooms, parking areas for motorists, internal roads, walkways for pedestrians, storage rooms, guard house and offices.
With these types of upgrades, the stadium will be a valuable asset to the community at large. In this regard, the City would like to encourage community members to embrace this facility and protect it against vandalism.
The benefit of having such a sporting facility is that it will also serve as a place to hone potential football skills, entrepreneurship skills and employment opportunities during events and games, and thus serves a greater purpose for the good of the community.
Our multi-party coalition government is pleased with the progress of the stadium thus far, and we stand ready to welcome local sporting events and provide opportunities for young people to develop their sporting skills.
We will continue to provide regular updates to residents until the project is 100% completed.

Development of the following stadiums and its progress report are in question namely, Refilwe, Mamelodi HM Pitje, Caledonian, Pilditch and Odi, and the ratepayers and residents of Tshwane metropolitan require answers from you, the mayor and the premier of Gauteng.
Questions arising are as follows:
1. When did development of each individual stadium commence and what was the time-frame allocated for finalization of each project?
2. What was the approved budget for each project and how much has been spent on development of each development?
3. Names of the companies appointed to deliver these projects and deliverables by these companies to date?
4. Which stadium is behind schedule in terms of workmanship and what is penalty for failure to deliver?
5. Who is the contact person responsible for budget of stadiums development in Tshwane metropolitan and the province?
6. Have matters of fruitless expenditure arose against these projects including none compliance to public finance management act (PFMA) and what steps were taken to address such misdemeanors?
7. Is office of the public protector involved in the investigations of fruitless expenditures and violation of PFMA?
8. What is the reference number of each case that is investigated by the public protector?
I am hoping for immediate acknowledgement of receipt from your office, and for a comprehensive response in the next 14 days.
