The City of Tshwane is experiencing a growing shortage of burial space, with current projections indicating that existing cemetery capacity could be fully used within the next 30 years if no alternative measures are implemented. This challenge highlights the need for urgent planning and sustainable approaches to burial management.
The City is committed to ensuring the provision of adequate burial spaces to meet the growing needs of Tshwane communities. To secure long-term cemetery capacity, the City seeks to acquire land parcels which are suitable for immediate use as cemeteries.
The City hereby invites Expressions of Interest (EOI) by landowners who own land parcels that are suitable and ready for immediate use as burial sites. The purpose of this EOI is to identify and engage landowners within Tshwane who have land parcels that –
• are ready to accommodate burial activities;
• comply with environmental, health and land use regulations; and
• are available for purchase by the City.
Interested landowners should meet the following criteria:
• The land must be located entirely within the City of Tshwane boundary
• The land parcel must be at least 20 ha in size
• The landowner(s) must be the lawful owner(s) of the land parcel and provide evidence of ownership
• The land must be free from legal disputes, encumbrances or environmental constraints
• Relevant environmental, health or zoning certificates or approvals must be provided
• Evidence of access to essential services (water, roads and electricity) must be provided or the feasibility of connecting such services must be demonstrated
Landowners who are interested must submit a completed EOI form accompanied by the following documents:
• Proof of land ownership (title deed or equivalent)
• A site plan showing the boundaries and size of the land parcel
• Details of existing infrastructure and accessibility
• Any relevant environmental, health or zoning certificates or approvals
EOIs must be submitted physically at Tshwane House, 320 Madiba Street, Pretoria. The deadline for submission is 30 April 2026 (late submissions will not be considered).
The City may conduct site inspections to verify suitability. Shortlisted landowners will be contacted for further discussions regarding the purchase of land. Submission of an EOI does not guarantee acceptance by the City.
