City of Tshwane gives residents and businesses a fresh start through Debt Relief Programme

The City of Tshwane is offering a limited-time debt relief and incentive programme designed to help residents, businesses and vulnerable groups settle their outstanding municipal accounts and start fresh.

This initiative aims to ease financial pressure while encouraging a culture of payment and improving service sustainability across the city.

The programme will run from 1 July to 31 December 2026, giving customers a valuable opportunity to reduce or clear their municipal debt.

Qualifying residents can benefit from significant debt reduction, including the following:

  • Up to 70% of older debt written off
  • Flexible repayment arrangements for the remaining balance
  • Full reversal of interest on qualifying short-term debt

Customers who have tampered with their meters are encouraged to come forward during the amnesty period from 1 July to 30 September 2026. During this period, there will be no penalties for meter tampering, provided a new compliant meter is installed.

The programme will prioritise vulnerable groups by offering 100% of municipal debt written off for indigent and child-headed households. They will only pay for consumption above basic free services (electricity and water limits).

To ease the burden on families who lost loved ones, debt older than two years may be written off. Only recent debt from the last two years must be settled, subject to approved documentation.

Businesses can access tailored relief options, including the following:

  • Up to 70% reduction on long-term debt
  • Interest and additional charges fully reversed on qualifying short-term debt
  • Structured repayment options to support financial recovery

Additionally, customers who keep their accounts up to date can enjoy added benefits, including a 25% discount on selected City facilities, such as parks, swimming pools and the zoo.

Residents and businesses are encouraged to act now to make the most of this limited-time opportunity.

Visit your nearest municipal office or access your latest statement to begin the process.
