Mamelodi Hostels Mixed-use Precinct Urban Development Framework undergoes public participation process

The Human Settlements Department recently held a public participation engagement with Mamelodi Hostels residents, surrounding communities and other stakeholders on the draft Mamelodi Hostels Mixed-use Precinct Urban Development Framework.

The aim of the consultation was to present the Mamelodi Hostels Mixed-use Precinct Urban Development Framework aimed at guiding the future development of the Mamelodi Hostel area within the Solomon Mahlangu Precinct. This process sought to assure hostel residents and the broader community that the department and the City value their inputs in developing plans that seek to uplift their living conditions and that the proposed development aligns with their aspirations.

The City of Tshwane understands its responsibility to facilitate consultation meetings on several issues through Integrated Development Planning forums and issue-specific public participation sessions to allow affected parties to participate directly in the planning of the proposed developments.

The hostels comprise Mabitleng, Kingsley and Coin, and are strategically located with access to major routes and high economic activities, such as the Waltloo and Silverton industrial areas via Denneboom Rail Station. In that regard, the aim is to benefit not only hostel residents but adjacent businesses and residential areas.

Approximately 4 880 mixed integrated residential units comprising tenure options, such as fully subsidised, bonded, Financed Linked Individual Subsidy Programme (FLISP) and rental, will be provided to accommodate the different income groups informed by the socio-economic survey. A clustered social amenities centre and business opportunities will also be developed to complement these residential land uses.

The City undertakes to ensure that qualifying beneficiaries are prioritised in the new development. The Mamelodi Hostels Mixed-use Precinct Urban Development Framework will contribute to the upgrading of the Solomon Mahlangu Precinct, making it a people’s place with a focus on pedestrians.

The framework will form part of the broader Spatial Development Framework as defined in Section 1 of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000). The framework seeks to guide the overall spatial distribution of current and desirable land uses within Tshwane to give effect to the vision, goals and objectives of the Integrated Development Plan.
