Informal traders to submit applications for special permission to trade

Informal traders in Tshwane are requested to submit applications for special permission to trade during the 21-day lockdown period. This is in line with the amended regulations announced by the Minister of Cooperative Governance and Traditional Affairs, Dr Nkosazana Dlamini-Zuma, on 2 April 2020.

Grocery stores and wholesale produce markets, including spaza shops and informal food traders, should get written permission from the Municipality to operate.

As indicated by Minister Dlamini-Zuma, informal food traders refer to spaza shops, and fruit and vegetable stores, but do not include informal street traders.

The regulations are aimed at preventing and curbing the spread of COVID-19 during the 21-day lockdown period. Informal traders whose applications are approved will be allowed to trade from 09:00 to 18:00 on weekdays.

Applicants should physically submit applications at one of the following City of Tshwane offices:

  • Region 1: 2275 Block F, Speaker’s office, Soshanguve
  • Region 2: Temba, Hammanskraal Offices
  • Region 3: Municipal offices, Komane Street, Atteridgeville
  • Region 4: Centurion Offices, Block G
  • Region 5: Refilwe Community Hall, cnr Rumo and Masina Street
  • Region 6: Mini-Munitoria, Mamelodi West
  • Region 7: Mini Forum, Regional Head’s office, Bronkhorstspruit

 

Office hours are from 09:00 to 15:00.

Applicants should bring along a certified copy of their identity document and proof of residence when submitting applications.

Informal traders are expected to –

  • comply with national regulations and only sell essential products;
  • observe physical distancing of two metres;
  • practice proper hygiene by regularly washing hands with soap and water for at least 20 seconds; and
  • use hand sanitisers with an alcohol content of 60% or more.

The submission of the application form does not automatically guarantee the granting of permission. The Municipality will critically assess submissions and ensure that the criteria for basic foodstuffs as set by the national government are met.
