Tshwane launches Community Upliftment Precinct initiative to assist communities and organisations who want to support us in making our City work

I am pleased to report that during the last Council meeting held on 30 November 2023, the City Council approved the Community Upliftment Precinct (CUP) initiative. This is a major milestone that will enable communities to work together with the City in maintaining their neighbourhoods and surrounding spaces without unnecessary bureaucracy or barriers.

The CUP initiative is set to assist residents, businesses and communities to enter into a formal agreement with the City to maintain and improve public infrastructure within their residential, business and industrial areas. After obtaining the necessary permission from the City, these services can include planting flowers, cutting grass, painting and repairing sidewalks, patching potholes, etc.

It should be noted that the CUP initiative is voluntary and is not a transfer of our municipal functions to communities. The City will continue to render its normal municipal services, such as electricity supply, waste removal, water supply, sanitation, traffic policing, roads and street light maintenance, etc.

However, we do welcome and encourage all communities in our city to be part of our project that seeks to make our city work for all its residents. It is only through working together that we can achieve our collective goal of building a capital city that we can all be proud of.

Communities that are interested in the CUP initiative must consult with their ward councillors to draft a list of service challenges.

  • This list will be brought to the attention of the Office of the City Manager which will in turn liaise with the relevant regional officials and arrange a meeting with the community.
  • An operational plan will be drafted by the City together with the community and  final approval will be granted by the Office of the City Manager.

We welcome all communities and organisations who want to support us in making our city work. Let us build Tshwane together.
