Public participation on the notarial lease of the remainder of ERF 6957, Mamelodi and a portion of the remainder of the farm Mabopane 702-JR

In accordance with Regulations 5 and 35 of the Municipal Asset Transfer Regulations, read with Section 21A of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), the Office of the Speaker hereby invites all interested stakeholders and community members to submit comments on the proposed lease of the Remainder of Erf 6957, Mamelodi (known as HM Pitje Stadium) and a Portion of the Remainder of the farm Mabopane 702-JR (known as Odi Stadium).

The dilapidated state of the HM Pitje and Odi Stadiums has also been the focal point at national government and provincial legislature levels, culminating in deliberations around the state of these stadiums at the Parliamentary Portfolio Committee on Sport, Arts and Culture. Interest has also been received from professional football clubs, specifically in relation to the rehabilitation of HM Pitje Stadium.

The proposal is meant to drive local economic growth, and this will serve as an incentive for local football franchises to invest in township stadiums with outright control on the running and operation of these stadiums. Other key benefits of this proposal to the City include the following:

  • Creating safer communities – Communities have constantly lamented the dangers associated with the current dilapidated facilities. Additionally, it is envisaged that the stadiums will be converted into multifunctional sporting precincts (particularly HM Pitje Stadium), and this will open up sporting and recreational opportunities for various communities.
  • Unlocking the full value of the two facilities to ensure their optimal use – This will also unlock other spill-over opportunities in economic activities such as township tourism and the broader township economy.

The City intends granting lease rights over the stadiums over a period of 80 years comprising an initial lease of 50 years with a once-off option to renew the lease for a further 30 years. Over the duration of the lease, the City will receive rental revenue.
